I

0-40% of maximum foster care rate

Minimal number and severity of needs, most will improve with time

Children age 5 and under may include, but not limited to:
Feeding problems
Aggressive or self destructive behavior
Victim of sexual abuse, physical abuse
No more than 1 developmental delay

Children age 6-18 may include, but not limited to:
Social conflict
Physical aggression
Minor sexual reactivity
Education resource class or tutoring
Minor medical problems requiring ongoing monitoring
Need for time limited counseling

II

40-70% of maximum foster care rate

Moderate number and severity of needs, a number are long term in nature and will need additional care throughout the adoption

Children age 5 and under may include, but not limited to:
Developmental delays in 2 or more areas
Failure to thrive
Moderate genetic disease/physically handicapping condition
Physical aggression several times/week, superficial injury to self or others

Children age 6-18 may include, but not limited to:
Daily social conflict or serious withdrawn behavior
Physical aggression several times/week, moderate risk to self or others
DSM-IV diagnosis, ongoing counseling over extended period of time
Moderate sexual reactivity/perpetration
Chronic pattern of destroying property
Cruelty to animals
Mild mental retardation or autism with need for special education services
Physical disabilities requiring ongoing attendant care/other caretaker support

70-100% of maximum foster care rate

Significant number or high severity of needs, issues will not moderate and may become more severe over time
Child’s level of need may require personal attendant care or specialized care outside the home when prescribed by a professional

Children age 5 and under may include, but not limited to:
Severe life threatening medical issues
Moderate to severe mental retardation or autism
Serious developmental delays in 3 or more areas
High risk of threat for harm to self or others due to physical  aggression

Children age 6-18 may include, but not limited to:
Moderate to severe mental retardation or autism
Life threatening medical issues/severe physical disabilities not expected to improve over time
Predatory sexual perpetration
High risk of serious injury to self or others due to physical aggression
Serious attempts or threats of suicide
Severely inhibiting DSM-IV diagnosis within the past year that limits normal  social and emotional development, such as GAF score under 50
Need for ongoing self-contained or special education services
